Summary0010963: Load Selected button in Plugin Manager annoying
DescriptionThe "Load Selected" button in the Plugin Manager is an annoying way to load a plugin. Instead, the text "Not Loaded" on each of the local plugins should be replaced with a button that says Load. Once a plugin is loaded, that button is replaced with the text Loaded.

 The code is in Qt/Components/pqPluginDialog.
QTreeView/QTreeWidget has mechanisms to add other widgets such as buttons as items. So we can leverage that mechanism to resolve this issue.
